Studio Fuksas designd a powerful, modern multifunctional complex in the center of Tbilisi, Georgia. The symbolic character and structural development of the Tbilisi Public Service Hall create an architecture that is sure to become an urban icon. With its composition based on the concept of addition, the center holds the offices of the National Bank of Georgia, the Ministry of Energy, and the Civil and National Registry. Arranged on four floors, the seven structures are placed at different heights, creating a system of connections through a design of internal pedestrian walkways. These walkways pass over the central public square, a place of dynamic social exchange, the true crux of the project where the front office services are located. Eleven petals of different heights and directions sit atop the entire building, serving as a projecting roof for the outdoor space and lighting the public interior space through skylights. The design of sculptural, curving elements, supported by slender columns, is achieved by being able to control and use its materials. The resin-coated roof’s material and structural autonomy from the composition of the glass and steel structures is the dualism that defines the architecture and meets the functional needs to optimize the building’s capacity to withstand load oscillations.
The compositional and structural processes of the project are the result of a refined affinity between its forms, making the architecture a catalyst of Tbilisi’s contemporary metamorphosis.
